Garage sale stuff

Picked these up for $2 and $1.50 at a garage sale.

Item #1: This was labeled "embroidery frame," and was a totally disassembled taped-together bundle, so I thought it was a square tabletop frame. It looks like it is not a frame at all, but a stand. I can't figure out how it is supposed to work.



It looks too high to be a tabletop stand and too short to be a floor stand, so. . . ?

I figured that the pieces with rubber feet are the base, but that's about as far as I got!



I tried attaching the other pieces anywhere they made sense, but it doesn't look like it does anything.

   

Either I'm totally wrong about what it is supposed to be, or I am missing some pieces, or both.

Item #2: Oval hoop with wacky cross-bar piece.



Are they supposed to attach? How? The notch on the cross-bar fits over the hoop, but the hoop is too wide for it, and it would also interfere with the embroidering.  Besides, why?



What is this metal thing on the inner hoop?



Any ideas?
