Elizabeth Stewart Clark has some wonderful girls' patterns. The dresses one is pretty dated past 1865, but the underthings one ("Linens") should be useable for lots of decades. The "stays" are essentially a slightly shaped tube with light cording and shoulder straps, and especially at this age, really just is a place to button on petticoats to keep them up. I'm about to make my niece a bunch of things from this pattern. Oh, and the pattern is useable for ages 2 to 12/14.
